Enable spin-down of an externally powered USB HDDs when system powers down

Description

I have a following hard drive.
Seagate Backup Plus 4 TB USB 3.0 Desktop External Hard Drive STCA4000100
It is hooked with my home media server running opensuse 12.3. I would like this hard drive to spin down automatically when I shut down my server. That way I can safely unplug the hard drive once the system is off. Right now, since opensuse 12.3 doesn't "park" an externally powered drive in a proper state while shutting itself down, the drive keeps on spinning forever. It is undesirable to put the mechanical system of the drive through unnecessary wear. Unplugging it is probably even more undesirable as it might damage the drive altogether.

Cannot reproduce with Tumbleweed 20161113, my USB 3.0 external hard drive shuts down once computer is turned off.
