How can openSUSE be responsible for "unofficial" repos?
The quality & qauantity requirments conflict, given finite resources.

One of the packages requested (wvdial) is present in the OSS repo.

In the case of unofficial repositories, I refer to repositories
Packman and
openSUSE-Guide.org .

In Packman has some outdated packages, like this:

These unofficial repositories are linked to the project openSUSE Linux.

Packman and openSUSE-guide contain packages that are not distributable by openSUSE.org for legal reasons. Therefore the project CANNOT be responsibile for those "Community" repos, they are independant of the project but offering a service to openSUSE (& other distro) end users.

This is similar issue to the "codecs", which lead to rejection of another of the Requesters FATE submissions.
