Make automatic installation of gstreamer codecs work

Description

PackageKit has some magic to install codecs when needed. However, this requires some Provides in the rpm containing the codecs. We need to add a script that will create those provides and change rpm to call that script if it exists.

1) rpm needs a patch to look for a gstreamer-provides script

2) gstreamer should be extended with a gstreamer-provides script.

for 1, I just submitted the 'fix' to Base System (sr #47013)

For 2 I had contact with Fedora who implemented this already and have working packages in home:dimstar:branches:multimedia:libs

patched rpm has landed in Factory.

gstreamer-0_10 is submitted / pending.
