Disable logging as root by default

Description

As some people may not understand the linux operating system principles they often log in as root which in some cases may be disastrous. I propose to disable logging as root by default, the user can always obtain root privileges by invoking su or su -. If there would be some advanced users that really need to log in as root then they will know how to "unlock" that.

If i'm correct it's just a matter of adjusting some scripts right?

I don't see that an issue for openSUSE. At least I never heard issus about that. So I tend to reject that one.

At least on the text console, root login should be possible.
