Provide firmware package ( non-oss )

Description

We should provide a firmware package for all drivers requiring one, eg. many tv cards or scanners etc.

Even better would be if this package would be automatically installed (or the user will be prompted to install) if a device has been plugged in for the first time.

Firmware files are relatively small compared to harddisk size, so one package for all tv cards, one for scanners etc. should do.

Scanner firmware is usually no free software
which we are allowed to re-distribute.

It is usually different if a particular person
owns a particular scanner. Then he is usually
allowed to download firmware for his model.
