Use gettext for gconf schemas translations

Description

The translations of all the descriptions of gconf keys in schemas are already in the gettext files of the application. Removing them from the schemas would make the packages smaller and would possibly improve gconf performance in normal usage (ie, outside of gconf-editor, where the descriptions are used).
Martin Pitt and I talked about this, and Martin has implemented it for Ubuntu:

the progress in the bug looks to me like there is nothing left to do for us and it will appear in the next upstream version. Do you agree?

Yeah, it's likely to happen upstream in 2.27.

Depending on the 11.2 schedule, we'll want to backport this to GNOME 2.26.
